VA Pharmacy
Prescription drug benefit delivered through the VA — completely separate from TRICARE/Express Scripts and from Medicare Part D.
Also known as: VA prescriptions, VA pharmacy benefit
Quick answer
VA Pharmacy fills prescriptions written by VA providers for enrolled veterans, primarily via mail order from VA Mail Order Pharmacy (CMOP). Copays depend on VHA Priority Group and whether the medication is for a service-connected condition. VA Pharmacy is independent of Express Scripts (the TRICARE Pharmacy Program contractor) and of Medicare Part D.
Why it matters
Many retirees use VA Pharmacy for low- or no-cost chronic medications — but VA will only fill prescriptions written by VA providers (with limited exceptions).
Why this matters at age 65
Retirees often run two pharmacy systems in parallel: VA Pharmacy for medications prescribed by VA providers, and TRICARE Home Delivery (Express Scripts) for prescriptions from civilian or MTF providers. Medicare Part D is generally NOT needed because TRICARE pharmacy is creditable coverage.
When you'll encounter it
Every refill.
Impact on Medicare
VA Pharmacy fills do not coordinate with Medicare. Medicare Part D is not needed in addition to VA + TRICARE pharmacy.
Impact on TRICARE For Life
TFL pharmacy benefits flow through Express Scripts, not the VA. Veterans typically maintain both systems independently.
VA Healthcare considerations
VA Pharmacy will not fill prescriptions written by civilian doctors except in narrow circumstances. Service-connected medications are usually no-copay.
Military-specific context
VA Mail Order is one of the highest-volume mail-order pharmacy operations in the country and is generally very reliable for chronic refills.
Common misconceptions
- "VA will fill any prescription I bring in." — Generally only prescriptions written by a VA provider.
- "VA Pharmacy and Express Scripts share my records." — They do not. You must monitor interactions across both systems yourself or with your providers.
Common mistakes to avoid
- Letting a civilian doctor write a Rx and assuming VA will fill it.
- Duplicating prescriptions across VA and Express Scripts without telling either system.
What should I do?
- 1Tell every doctor — VA and civilian — about every medication you take.
- 2Designate one pharmacist (VA or civilian) as your interaction-check resource.
- 3Refill VA prescriptions through MyHealtheVet to avoid lapses.

— suggested by the knowledge graph- How VA healthcare coordinates with Medicare and TRICARE For LifeVA, Medicare, and TFL are three separate systems with three separate purposes. Here's how retired veterans use all three together.
- Prescription drug coverage under TRICARE For LifeWhy TFL beneficiaries use TRICARE Pharmacy (Express Scripts), not Medicare Part D — and how the four pharmacy options compare.
- Brand-Name DrugsFDA-approved drugs sold under a manufacturer's proprietary name — middle copay tier on the TRICARE formulary.
- CHAMPVAA VA health benefit for certain spouses, children, and survivors of permanently and totally disabled or deceased veterans — separate from TRICARE and TFL.
- Coverage DecisionA formal decision by a Medicare Advantage or Part D plan about whether — and how — it will cover a service, item, or prescription.
- Creditable CoverageNon-Medicare coverage that CMS deems at least as good as a standard Medicare Part D plan — TRICARE Pharmacy qualifies, so TFL beneficiaries don't need Part D.
- Disability RatingA percentage (0–100%) VA assigns to each service-connected condition that determines compensation and, in part, VHA Priority Group.
- Emergency Care Outside the VAVA may reimburse emergency care at a non-VA facility under specific eligibility, timing, and notification rules — but coverage is never automatic.
- Expedited AppealA fast-track appeal for situations where standard timeframes could seriously jeopardize the beneficiary's health or ability to regain function.
- Can I still use the VA after I have Medicare and TFL?Yes. VA is a separate system. Using VA doesn't end Medicare or TFL, and TFL doesn't pay VA bills. Many veterans use all three — VA for service-connected care, Medicare + TFL for civilian care.
- Should I use the VA pharmacy or TRICARE Pharmacy? You can use both. VA fills prescriptions written by VA providers; TRICARE Pharmacy fills prescriptions written by any provider. Use whichever is cheaper and more convenient for each medication.
- Do I have to pay VA copays?Depends on your priority group and service. Veterans rated 50%+ SC pay none. Lower-rating and non-SC veterans may pay copays for non-SC care.
- Should I enroll in Medicare Part D?No, for almost every TFL beneficiary. TRICARE Pharmacy (Express Scripts) is creditable coverage and cheaper than most Part D plans. Adding Part D usually costs more without adding benefit.
- What are the TRICARE Pharmacy copays for retirees?MTF pharmacy: $0. Home Delivery (90-day): low. Retail network (30-day): higher. Non-network: highest and requires a paper claim. Exact amounts adjust annually.
